EPA Boosts Water Policing as Worst Fears Realized

Fifth-generation farmer Kenny Watkins ran afoul of the U.S. clean-water police in 2009. His infraction: Planting hay in a pasture.

The U.S. Army Corps of Engineers ordered Watkins to stop cultivating a 160-acre (65-hectare) tract in central California because he might destroy seasonal ponds and harm the San Joaquin River. Watkins has defied the decision and the federal government’s control over what he can grow on his farm.

His battle is cited by agriculture groups as they try to fend off a proposal by the Corps and the Environmental Protection Agency to enlarge the U.S. role in guarding waterways against contamination. The two agencies are reviewing a plan that would require permits under the Clean Water Act for work on wetlands or small channels that are usually dry. They say they’re clarifying authority they already have and critics say it’s a power grab.

It is a difficult item to discuss without controversy. In West Texas, they say, ” whiskey’s for drinking, water is for fighting.”

    • http://msn Mike Stone Sr

The EPA should be defunded until it can be reined in and made answerable to the American people! We are being enslaved by radical progressive ideology! I f the EPA is not stopped, there will be no jobs at all, our food supply will diminish greatly, and huge numbers of Americans will be permanently unemployed! Americans must stand up and resist big government and environmental extremism from controlling every facet of our lives! Government is the enemy of Freedom!!

      • EddieW

Mike, a couple years ago, when radiation was found in the drinking water in 16 states…because of Air Bases via Pentagon, the EPA said, “We will not regulate toxins in water!” I wrote them saying, “Not regulating toxins in drinking water makes any thing else you do rather meaningless doesn’t it?” Sooo it looks like they have gone into the taxing business!! The UN states the Fed Government is to grant UN authority over ALL waterways, and we have been doing it!! Even a farmers pond, they will dictate whether he can have fish in it!!

        • Levon

All you need to do is research agenda 21 and you will see what is going on.
The UN is going for a one world goverment and you and I will be controlled as if we were small children.

Agree. Recently read that the EPA had declared hay a ‘pollutant’.

It’s all about a power grab. Ms. Stoner has never worked outside the arms of academia or the government yet she is attempting to wield enormous power over an economy she has never been part of. Washington is infested with these idiological lice who contribute nothing other than to force entepreneurs to say “please may I” in the national game of Simon Says. She brought her zero growth philosophy direct from Yale and has been using her position in the various government agencies she has infected to push the United States towards her myopic vision of a subsistance economy. There are thousands of second tier bureaucrats like her in Washington who daily do their best to destroy capitalism and free enterprise in pursuit of an agenda that has failed for thousands of years of human economic history. When Obama is turned out by the voters Washington needs an aerial bombardment of Quell lotion to rid itself of these economic parasites like Stoner.

    • William

As I have said before, “Liberals have an unbounded passion for fixing what they have been told or perceive to be a problem with no accountability, no logical plan except that they can sit back when it fails and say, “Well we/I tried something when no one else did or seemed (perceptive judgment)to care”! Stoopid is as Stoopid does-another case of dumb and dumber!
They’re the kind that will run to a fire grab the nearest can thinking it has water only to discover that it is red and full of gas-passion without thinking!!

  • mickey

This is the united nations agenda 21! The EPA turned the water off in the San Joaquin Valley to save a small fish. They said the people can move the fish cannot.Once they get full control they can take away just like the water in the San joaquin valley.Acording to agenda 21 the government will move the people fro the county side to cities. until most of the U,S, is vacant of people. Try to get the movie logan’s run.

How bout going back to a U.S.population of 200 million or less? The 130
+++ million immigrants & illegals who have come here in the past 40 years have stressed OUR RESOURCES to the breaking point! Time to do a round-up of those not supposed to be here & send them home by any means possible!!!

      • Born in America

Roosevelt, Truman and Eisenhower did it with no sweat!!! Put them on ships and transported them to the southern tip of Mexico…

      • Elaine Magliacane

Operation WET BACK it was called after WWII… for the same reason it is needed today… unemployment…. Citizens need work, the illegals can go home…. did you know Mexico’s unemployment rate is only 5%?

        • Testa Sterone

However, if you send all the illegals back they suddenly have an unemployment rate of 9 or 10%. That’s why they are suing the US to allow illegals to not only stay in the country but to keep on coming across the border. They are literally sending their unemployed here to make a living off our resources (mostly tax money) so they don’t have to support them and create a drain and strain on their systems. If they have any!

      • Carl Stevenson

Our resources aren’t really stretched. Any shortages of just about anything are due to govt interference in the marketplace.

    • Conservative

The EPA is more dangerous than the Terrorists trying to destroy America. We have a government that is destroying our livelihoods, what did we do since we were a country for water. Drive through central valley, Bakersfield, Fresno you see the results of government control a dust bowl, only till recently trying to survive on small additional water supply that feeds the world. The Progressive Statist left must be defeated and all these Communist tree huggers be put in their place.

    • Frank

I think someone needs to poison the ponds with the stupid fish until they are all dead. End of that problem.

  • http://none walter

This is a good example of our government look after fish instead of people. This is had to be something that Obama tought of. He is so much in left feild . Congerss need to step in and impeach him. He is working against America. He and his wife already told all of us how much they dis like America. When will everyone learn he is anti america. Look at his friends, They have a history of trying to distroy our country. Look at all the regulation he trying to impose on business. Look at all the states he has filed against. He not for helping the states out . Look at all the laws he failed to enforce. ( He took an oath to enforce) This site explan it all **********

    • hambone

what everyone fail to realize, is that water is a very limited commodity.
kill off the fish or what have you, contaminate the water and we are all dead too.
      it’s all linked together.

      • ValDM

What you fail to realize is that the farmer discussed in this article is NOT planting a pollutant. Hay is NOT a pollutant. BTW, water is not a limited commodity……. ….it falls out of the sky in the form of rain, snow, sleet, even fog. What planet do you hail from, stranger???

        • Skeptical

ValDm, your statement that water is not a limited commodity, is dishonest, or misinformed. The fact is, fresh water access is not dependable like the sunrise. Take a trip now to Texas (among other states nearby like Utah or New Mexico), and get an eye-opener. Fresh water is also not in abundance. A skinny aquaduct running ALLLLLLLLL the way from the Colorado River to Phoenix is the sole source capable of supporting that vastly built-up area (shy of flash floods, which are not dependable). If that waterway were to be interrupted suddenly, within a week the Phoenix area would be in an emergancy. A legitimate complaint would be when the central governemnt exceeds the Constitutional restraint and intrudes into states rights and responsibilities. IMO

      • Mrc.

What you failed to realize if we stop the water to save the fish but then can not produce enough food to feed the people then there will only be little fish and no people in the world. If there is a shortage of food the government will take over the food supply therefore thet can control the people. Look at the whole picture.

    • amagi

      Dear Mr. Walter,
Before Obama, in 2001, the Gvt turned off water for the farmers in Klamath, Oregon’s
bread basket, at planting time, to “save” the sucker fish, so this agenda has been
around for a while. The results for the Klamath area was bankrupcies, ‘willing’ sellers,
loss of family farms. Some politicians arrived for photo-ops, but did nothing.

  • DJB

Fortunately, most Republican POTUS candidates agree that the EPA must be removed and/or replaced by a more responsible Agency, if any.
At least, the EPA should be required to furnish the impact of ALL (past and present) regulations on JOBS and estimated financial impact on State budgets — and an agreed position of each State on each and every NEW regulation before it is imposed. A prior notice of 24 months to each State for adjudification, and possibly appeal, is suggested before enforcement. Words, EPA, and Corps of Engineer proposed regulations mean something to people’s lives.

  • ed

The EPA is needed in Pennsylvania but the clean air and water act was axed here in favor of the Gas Frackers who are now destoying the water supply with contamination that cannot be undone. The water is defiled by this process and cancer continues to rise in our state.

    • Theo980

Fracking takes place thousand(s) of feet below the water table. You’ve been listening to the albore crowd too long!
Why is there so much land mass in this country tied up by the federal government? It should be sold, only to american citizens, and put back in the tax base! Selling “federal” lands would displace some of our debt and help states by raising more property tax. All federal land that is not a national park or military reservation should be auctioned off! This would shut down the BLM and other bureaucrats that haave to be in control of something. Shut down the EPA!

      • hambone

the EPA has good intentions to keep our air and water safe. if they go then
we would be back to having bad air and poison water. Those thing has to be regulated. I don’t think companies can do it themselves, because of greed.

        • Larry Alexander

The road to He** is paved with good intentions.
The Corps of Engineers used to regulate “navigable waterways” only, when there were engineers in charge, now there are “environmentalists”with an agenda.Hope we can survive these educated fools.

        • KYFAN

hambone, so you are saying our government is not greedy. Farmers have been growing hay for hundreds of years, why, all of a sudden, is it a pollutant?

        • Born in America

Hambone – The EPA is like every other government controlled agency, they hire the incompetence who can’t be fired. Private business is successful because they don’t put up with incompetence.

        • Carl Stevenson

What makes you think the govt has good intentions??? (other than that’s what they – both dems and rinos – want/need you to think)

        • WASP

Yet, they say NOTHING about the gummint mandating intentional poisoning of our drinking water with fluoride.

      • Donald L. Plattner

I think “hambone” should live in the forest under a cedar tree, thereby not supporting any business that he/she/it thinks might violate the crazy regulations dreamed-up by hallucinating EPA officials. And put a cork in his/hers/its rectum to prevent him/her/it from polluting the tree’s environment.
The road to hell is paved with “good intentions”.

      • Goatie

As long as the Chinese are not buying the land….which they already have. Their plan is to own the state of Utah. And, what else?

  • Barbara Simpson listener

Another example of how those jackasses in Washingtob DC know best.NOT!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

  • Mike

A couple of years ago, the environmentalists in California shut off water supplies to farmers in this same area to save a small fish called a “smelt”. Crops were ruined and farmers went broke. These environmentalist idiots should be given a one way ticket to another country.

    • Berenice

Smelt? Saving smelt? Geez if the feds wanted smelt they could have gotten tons of the darn things right out of Lake Michigan. They even make a big deal out of people fishing for the things in the middle of the night. Like fish but smelt are too small and have too many tiny bones.

  • Gringo Infidel

Unbelievable. Take away the budget for the EPA and ‘reset’ their expectations on their role. Stop pollution and clean up water – who is not for that but to go this far is beyond reasonable.

    A fish over people?

Agenda 21 must be defeated in our Republic.

    • Goatie

Yes, Agenda 21 is so scary. Because they see nature as more important than human beings (atheists, of course), they plan to let the land return to its natural state where no human can enter. Humans will then be placed on very small tracts of land where we would live on top of each other. How can the 300 million of us live on such small areas? Because their Obamacare will kill off millions of us, as they want it to do. I can’t imagine my precious grandchildren living such a world. This is so scary…we absolutely have to stop their agenda.

  • dfrank

Charge EPA with the responsibility of putting an absolute and immediate end to hurricanes, earthquakes, tornadoes, droughts and blizzards. And, until it shows complete success in those five areas, completely defund it until we can recover from the damage it has already done.

    • Conservative

Dfrank you said a mouthful brother, if we don’t stop their destructive agenda against the American people we won’t have a country to save from those common weather conditions. Weather cannot be controlled, but the EPA can be controlled if Congress would get off it’s ass, take away their power once and for all.

  • Doc Freeman

UN Agenda 21 – Coming to a Neighborhood near You
Most Americans are unaware that one of the greatest threats to their freedom may be a United Nations program known as Agenda 21. The United Nations Department of Economic and Social Affairs, Division for Sustainable Development created Agenda 21 as a sustainability agenda which is arguably an amalgamation of socialism and extreme environmentalism brushed with anti-American, anti-capitalist overtones.
The plan, if enacted, proposed a breathtaking reshuffling of land rights:
Rezoning of thousands of acres of beautiful, low-density agricultural farmland and protected residential conservation land into office parks
Down-zoning of agriculture land to prevent future subdivision by farmers
Up-zoning of low-density residential land around small towns into higher density zoning to permit construction of hundreds or possibly thousands of inclusive housing units, including apartments and condominiums
Inclusive housing with placement of multi-family construction on in-fill lots within existing residential single family communities
Endorsement of government-sponsored housing initiatives (subsidies) to ensure healthier, balanced neighborhoods
“Smart growth is not science; it is political dogma combined with an insidious dose of social engineering. Smart growth is a wedding wherein zoning code is married with government-sponsored housing initiatives to accomplish government’s goal of social re-engineering. It urbanizes rural towns with high-density development, and gerrymanders population centers through the use of housing initiatives that enable people with weak patterns of personal financial responsibility to acquire homes in higher-income areas. This has the effect of shifting the voting patterns of rural municipalities from Right to Left.”
President Obama’s E.O. 13575 is designed to begin taking control over almost all aspects of the lives of 16% of the American people. Why didn’t we notice it? Weinergate. In the middle of the Anthony Weiner scandal, as the press and most of the American people were distracted, President Obama created something called “The White House Rural Council” (WHRC).
Section One of 13575 states the following:
Section 1. Policy. Sixteen percent of the American population lives in rural counties. Strong, sustainable rural communities are essential to winning the future and ensuring American competitiveness in the years ahead. These communities supply our food, fiber, and energy, safeguard our natural resources, and are essential in the development of science and innovation. Though rural communities face numerous challenges, they also present enormous economic potential. The Federal Government has an important role to play in order to expand access to the capital necessary for economic growth, promote innovation, improve access to health care and education, and expand outdoor recreational activities on public lands.
Warning bells should have been sounding all across rural America when the phrase “sustainable rural communities” came up. As we know from researching the UN plan for Sustainable Development known as Agenda 21 these are code words for the true fundamental transformation America.
The third sentence also makes it quite clear that the government intends to take greater control over “food, fiber, and energy.”
The last sentence in Section 1 further clarifies the intent of the order by tying together “access to the capital necessary for economic growth, health care and education.”

Obama’s California water czar is back at his old tricks to shut down water in all parts of California now. Governor Brown why don’t you get your body out their and fight for the people of California or are you afraid of Obama and his czar. We need jobs and the water being shut off or cut down does not help the farmers and the thousands of jobe that we would have. Y0u Governor Brown are as bad or worse than Obama because you sit there and do nothing for your state. You need to step up on immigration as well. We need to take care of California and not the rest of the world.

Obama has to go. and the EPA needs to be defunded. They are the bullies in the government, bunch of socialists that will do anything to anybody to stop anything thought to be capitalistic. Good lord, what do we have to do to get rid of this president. He enforces what laws he wants to and makes laws via edict, like a dictator. He is a muslim socialist. I have to believe that he is a plant, a plant by an islamic group. No way he could have afforded to go to the schools he went to, let along the fact that no one remembers him. He has a fake social security number of a fraudulent birth certificate. Who is Barry Sotero? What is he doing to my country?

Based only on the information provided, which as you know is at best “iffy,” the EPA has obviously overstepped it’s authority on this one. Hay does NOT pollute anything. Unless it is planted IN a waterway. Then all it does is form roots and hopefully prevent the waterway from eroding. This is a voliation of the 10th Amendment of the United States Constitution, which this President is pushing the limits on so Americans will gladly let him replace it with Sharia Law with the claim that the Consitution has no teeth anymore. Don’t let him do it folks. Once the Constitution is gone, our nation and it’s freedoms will be gone, forever.

  • Kenny Watkins

Thank you for getting my story out. We all have to work together to make sure the government doesn’t miss use the laws we have to regulate farmers and ranchers. The bottom line to my story is based on the supreme court decisions and the guidance documents the the government is to follow they do not have jurisdiction over my ground. These local government employees just don’t care what the law say. Thank you for you supportive statements. Kenny Watkins
